I am a Chartered Engineer and Fellow of the Institution of Mechanical Engineers, and Head of the Technical Services Group/ OPTEC (Oxford Physics Technical Excellence Centre) in the University of Oxford Department of Physics.
I provide strategic and operational leadership for the Department’s Technical Services portfolio, bringing together multidisciplinary teams of engineers, technicians and specialists alongside world-leading facilities, engineering capabilities and technical infrastructure that underpin research, teaching and innovation across Physics.
At the heart of Technical Services is our ability to turn ambitious scientific ideas into practical capability. Our teams work in partnership with researchers from the earliest stages of an idea, contributing to concepts, funding proposals and technical strategy, through design, development, manufacture, integration, commissioning, operation and continuous improvement. This end-to-end engineering approach combines scientific ambition with engineering excellence and operational delivery.
World-leading science, nationally and internationally
The scale and reach of our work extends far beyond Oxford. Our technical teams contribute to major national and international scientific programmes, working collaboratively with leading universities, laboratories, research organisations, facilities, and industry around the world.
Our engineers and technicians design, develop, manufacture, integrate and support highly specialised scientific equipment, instrumentation and infrastructure for some of the most technically demanding environments imaginable; from space-based missions and observatories to experiments deep underground, and major international programmes in high-energy physics, particle physics and astrophysics – The full spectrum.
Whether an instrument is destined for space, a deep-underground experiment, a large-scale international research experiment or one of our laboratories in Oxford, the principles remain the same: combining technical excellence, innovation, maintaining quality standards, and operational rigour to enable world-leading science.
Strategic and operational leadership
A major focus of my role is developing Technical Services as an increasingly integrated, agile, resilient and forward-looking operation across the Department, while building stronger connections across the Mathematical, Physical and Life Sciences Division and the wider University.
This requires taking a long-term and strategic view of our people, facilities, infrastructure and technical capability, developing the skills and leaders we will need for the future, strengthening collaboration between technical teams and research groups, investing strategically in equipment and facilities, improving access to specialist expertise, and ensuring our services can respond effectively to an increasingly ambitious and complex research environment.
A key principle underpinning this approach is always maximising the scientific impact for the funds available. This means operating as efficiently and effectively as possible while providing researchers and senior colleagues with clear, informed advice on the most efficient options for achieving their scientific objectives.
Our decisions therefore consider the complete engineering and operational picture, including technical feasibility, cost, capability, risk, timescale, sustainability, maintainability and long-term value. This allows us to identify opportunities to share expertise, equipment and infrastructure, avoid unnecessary duplication, make better use of existing capability and direct investment towards areas where it can deliver the greatest scientific and organisational benefit.
Our objective is not simply to support the science of today, but to anticipate what comes next. As experimental programmes become increasingly complex, our technical organisation must evolve with them by developing new capabilities, embracing emerging technologies and ensuring that our people, facilities and infrastructure are ready for the next generation of scientific challenges.
End-to-end engineering and technical capability
I am particularly focused on strengthening the role of our individual groups, engineers and technicians throughout the full end-to-end research and engineering lifecycle.
By involving technical specialists at the earliest stages, from scientific concepts and funding proposals through engineering design, development, manufacture, integration, commissioning, operation and continuous improvement, we can bring greater engineering insight to scientific challenges and develop more effective, sustainable and resilient solutions.
This approach enables us to connect specialist expertise across disciplines, teams and facilities and make better use of the exceptional depth of knowledge within our technical community. It also creates opportunities for collaboration across traditional organisational boundaries, allowing specialist expertise and facilities to be deployed where they can make the greatest scientific impact.
I see OPTEC/Technical Services not simply as a support function, but as a strategic partner in the delivery of world-leading science; connecting people, engineering expertise, facilities and infrastructure to help transform scientific ambition into reality.
Developing our people and future capability
Our greatest technical capability resides in our people. Developing, recognising and retaining outstanding engineers, technicians and specialists is therefore fundamental to the long-term success of Oxford Physics.
A key priority is ensuring that our technical colleagues have opportunities to develop throughout their careers, from apprentices and those beginning their technical careers through to highly experienced specialists, managers, technical leaders, and administrative team members.
This means investing in apprenticeships, professional development, mentoring, professional registration, knowledge transfer, professional recognition and leadership opportunities, while creating clearer and more visible career pathways.
Developing the next generation of technicians and engineers is particularly important. Alongside bringing new talent into Oxford Physics, we need to ensure that specialist knowledge accumulated over many years is shared effectively and passed to future generations. This is essential to maintaining institutional capability, operational resilience and the specialist expertise required to support increasingly sophisticated research.
My aim is to create an environment in which we all grow together, where individuals can develop fulfilling technical careers, teams can learn from one another and researchers have access to outstanding engineering and technical capability.
Oxford Physics Technical Excellence Centre – OPTEC
A significant part of this strategy is the development of the Oxford Physics Technical Excellence Centre (OPTEC), bringing together our people, specialist expertise, facilities and engineering capability under a shared vision for technical excellence.
OPTEC provides a platform for strengthening technical capability within Oxford while developing connections and collaborations across the University, nationally and internationally.
An important part of this mission is promoting Oxford Physics globally through OPTEC, showcasing the exceptional engineering, technical expertise, specialist facilities and innovation behind our science. Through OPTEC, we can share knowledge and best practice, develop strategic partnerships, learn from leading organisations around the world and increase the visibility of the extraordinary contribution made by our technical community.
OPTEC also provides an important platform for professional development and recognition. We want to celebrate technical achievements, increase the visibility of technical careers and provide opportunities for our engineers and technicians to collaborate, develop their expertise and receive appropriate recognition for their contribution to research and innovation.
My ambition is for OPTEC to develop into a recognised centre and network for technical excellence, strengthening Oxford Physics' national and international profile and positioning Oxford as a place where scientific ambition, engineering excellence and technical innovation come together.
Looking ahead
OPTEC is a strategic enabler of the Department’s scientific mission. My responsibility is to ensure that we have the people, diverse teams, facilities, engineering expertise, infrastructure, investment and new ways of working needed to build and sustain our capability, and thus, enabling OPTEC to evolve alongside the science.
That requires balancing the immediate operational needs of today's research programmes with a longer-term responsibility to build the capabilities Oxford Physics we will need tomorrow. It means making thoughtful investment decisions, using resources efficiently, developing our people, strengthening resilience, building partnerships and continuously looking for better ways of working, while always maximising the scientific impact for the funds available.
My ambition is to build a connected, resilient, innovative and internationally recognised technical community in which people can develop outstanding careers, develop specialist facilities, and expertise that can be shared effectively, where researchers can access the engineering and technical capability required to turn the most ambitious ideas into scientific reality – Doing what has not been done before.
Ultimately, our success is measured not only by the facilities we operate or the equipment and instrumentation we deliver, but by the people and capability we develop, the science we enable, and the technical legacy we create for the future.
